I'm also v. interested in this - we've been doing some work (led by our DVC ACademic) to support and develop programme leaders (equivalent for others to 'course' leaders - ie. leaders for the whole qualification, eg degree/masters).
Prog. leaders at Greenwich have been academics ranging from PL, SL, plus some who are Lecturers on the scale, sometimes applied for within the faculty, sometimes given to someone (potentially quite inexperienced) at short notice. This has made it impossible to come up with a standard university descriptor for the role, as that is highly political, being linked potentially to grade/salary.
So we've had to work around this by, for example, producing a Prog. leaders handbook of "indicative" tasks and expectations; some may have significant admin support, some will have none; there are a range of variations across depts. and faculties, so what the role might mean in practice can vary a lot.
We have put in place a new hub of guidance, resources, private forum, additional training, and will shortly be presenting a proposal to implement a unviersity-wide process of mentoring for new prog. leaders, which happens very effectively in some departments - whereas others get little or nothing in the way of induction.
