Re the recent inputs on the role of organisational strategy in
implementation on ICT in learnign and teaching.
SUPPORTING NETWORKED DISTANCE LEARNING WITH ICT
My last post involved researching and evaluating educational and
organisational strategies used in different disciplines / national contexts
as part of a project to design and evaluate a VLE around specific
educational and organisational needs
There are a number of papers reviewing and categorising strategies from oil
and gas, staff development, design, management in different national
contexts and a list of relevant urls
The final document has not yet been published, but a draft version (without
all the diagrams)is available on http://www.studio-space.net under 'About

Papers by Tony Bates such as Restructuring the University for Technological
Change
http://bates.cstudies.ubc.ca identify a number of the strategic issues that
became during the early moves made in the Canadian HE system very
succinctly.
Lack of coherent organisational strategy, and a misapprehension of the cost
and resourcing involved in staff development and new IT support, acccess and
maintenance are issues already acknowledged by early adopters but have taken
some time to filter through here.
VIRTUAL UNIVERSITY - REAL COMPETITION
There are a number of strategies specifically adopted elsewhere to achieve
competitiveness in the distance learning market which have allowed other
countries to offer a great deal more than the UK and Europe, for a great
deal less, and this is an area that is still not being addressed.
Given the cost of developing online courses this seems an ommission. I would
be happy to look out the urls of the recent prsentations summarising these
if anyone is interested

The findings of this survey nicely complement the research output of the
ESRC funded "Space, Place and the Virtual University" at Newcaste, which
uses case studies and is well worth a read for those who are making plans to
implement distance learning supported by ICT. The research makes interesting
reading and points to the need to plan ahead and for the need to change work
patterns. It also confirms the need for institutions to make strategic plans
in this area that include changes in policy, organisation and resourcing.
