The OU uses Moodle, I believe in large part to support the open source community. Over a number of years we have put a huge amount of effort into developing this and the result is a completely scalable system available for all. That is not to say it will necessarily be the right solution for you but I would suggest definitely worth a serious look.

We are currently considering our online platform. I would be very grateful if anyone would let me know which they use. Most seem to use either Blackboard or Moodle, but I know that some colleagues now use Canvas. I'm not sure if there are others. I'm very happy to compile a list and circulate.
