Following the location of two national programmes supported by the UK
funding councils and the JISC (the Learning and Teaching Support Network and
the Technology Integration Centre) at the ILT we are seeking senior
academics/practitioners from the HE sector to develop and deliver two
closely related national centres.

The Generic Learning and Teaching Centre (GLTC)
Senior Professional Learning and Teaching Advisors  
Location: York-based
Salary: £35- 45K

In January 2000 the UK higher education funding bodies launched the Learning
and Teaching Support Network (LTSN) to promote high quality learning and
teaching in all subject disciplines in HE. The LTSN will be managed by an
Executive and co-ordination unit headed by the LTSN Programme Director
within the ILT.

The LTSN includes a Generic Learning and Teaching Centre (GLTC) which will
support HE providers in making best use of a wide range of approaches to
learning and teaching, including the use of new and proven applications of
communication and information technology (C&IT). The GLTC's clients will
include 24 subject centres established as part of the LTSN, senior staff in
HEIs with strategic responsibility for learning and teaching, learning
technology staff, educational development staff and staff development
personnel.

Applications are invited for Professional Learning and Teaching Advisors who
will be responsible for developing the GLTC role and delivering its
services. Applicants should have senior level experience in and knowledge of
learning and teaching development, programme management and have undertaken
advisory/consultancy roles. They should also have a deep understanding of
effective approaches to the dissemination and transfer of good practice.

Two full-time and 3 part-time posts are being created at a senior level. 

The Technology Integration Centre (TIC):
Senior Technology Advisors
Location: York-based
Salary: £30- 40K

The Technology Integration Centre (TIC) is a JISC funded service that will
investigate, develop and prove the applicability of new technologies in
support of the whole education process in higher and further education.
This will include technologies relevant to learning and teaching and their
integration into wider student support and administrative systems.

Applications are invited for senior Technology Advisors who will be
responsible for developing and delivering the TIC role and servcies.
Applicants should be senior people from HE who have experience in and
knowledge of educational technology applications both in general terms and
in a number of specialist areas.

Three FTE posts are being created at a senior level.

The GLTC and TIC will be supported by a Joint Operations Manager and
administrative staff.

Background

support the sharing of innovation and good practice in learning and teaching
including the use of communications and information technology 
(C&IT).

The network will consist of:

*	24 subject centres
*	a Generic Learning and Teaching Centre (GLTC)
*	a programme director managing the LTSN programme

The funding bodies have contracted with the ILT to manage the Programme
Director post for the LTSN. The Programme Director will head the LTSN
Executive and co-ordination unit, hold a directors post within the ILT and
be directly responsible 	to the Chief Executive of the ILT. The
Generic Learning and Teaching Centre will also be located in the ILT and
will report to the Programme Director. The principal functions of the other
two sectors of the LTSN are described below.

Remit and functions of the subject centres

Each of the 24 subject centres will support the work of a group of related
academic disciplines. The centres will have a common remit, reflected in a
set of principal functions and activities. The precise balance of each
centre's activities will reflect variations in learning and teaching
practices across different subject disciplines.

The principal functions of each subject centre will be:

*	creating and supporting practitioner networks within the subject
area
*	promoting and sharing good practices in learning and teaching
*	knowledge brokering.

An invitation to tender for each of the 24 subject centres was issued in
March 1999 (see HEFCE publication 99/20). After a 	two-stage assessment
process the funding bodies have established the subject centres at the
institutions listed at Annex A.




Remit and functions of the Generic Learning and Teaching Centre (GLTC)

The purpose of the GLTC is to support HE providers in making best use of a
wide range of approaches to learning and teaching, including the use of new
and proven applications of communication and information technology (C&IT).
The 	GLTC's clients will include the 24 subject centres established as
part of the LTSN, senior staff in HEIs with strategic responsibility for
learning and teaching, learning technology staff, educational development
staff and staff development personnel.

The principal functions of the GLTC will be:

*	dissemination and transfer - providing (i) information on good
practices in the development and deployment of methods 	    and new
technologies in learning and teaching, (ii) advice on the effectiveness of
existing computer and network-based 	    applications and (iii) advice on
the embedding of new methods and technologies;
*	knowledge brokerage;
*	strategic advice on the generic application of approaches to
learning and teaching.
*	supporting the Subject Centres;
*	integration of its activities with the Membership Services functions
of the Institute for Learning and Teaching in Higher
Education (ILT).

In respect of the use of C&IT in learning and teaching the GLTC will be
concerned with the implementation of proven C&IT in learning and teaching,
disseminating information and advice on the use of C&IT and helping to embed
C&IT in learning and teaching as appropriate. This is distinct from the new
JISC Technology Integration Centre (TIC) which will focus on the
identification, proving and development of new technologies which could be
applied to learning and teaching.

A description of the principal activities of the GLTC, in support of the
above list of functions, is at Annex B.

Senior Professional Learning and Teaching Advisors

We are seeking to recruit a strong team of senior academics and
practitioners with substantial experience and knowledge of learning and
teaching development and pedagogic expertise to develop the role of the GLTC
and to deliver its services to the Subject Centres and institutions.

In order to develop the GLTC role and deliver its services we would like to
recruit GLTC staff will be required to have a good knowledge of a spread of
pedagogical areas with specialisation/experience of a smaller number,
together with a general knowledge of technology use in learning and
teaching.

The roles and responsibilities of the Senior Professional Advisors will be
finally determined according to the mix of expertise and experience of the
successful applicants. In broad terms the team will be responsible for:

	a.	Designing and developing a framework for the collation and
presentation (via interactive and accessible web based data and other means)
of information, materials, and developments on generic learning, teaching
and assessment practice. This information will be disseminated with the TIC
and ILT.

	b.	Evaluating, assessing and advising on developments,
materials and uses of technologies in learning and teaching.

	c.	Developing and implementing approaches to enable effective
transfer and take-up of particular methods and practices in learning and
teaching.

	d.	Providing high level advice to institutions on developments
in learning and teaching.

	e.	Commissioning, leading and project managing development and
effective dissemination programmes and activities.

	f.		Establishing and developing effective support for
and interaction with the Subject Centres and ILT on generic learning and
teaching issues.

	g.	Co-ordinating and liaising with other related programmes and
initiatives concerned with learning and teaching and the development of new
technologies at institutional, national and international levels. 

	h.	In disseminating and events working in collaboration with
the ILT and TIC.

We would expect the profile of GLTC personnel to include pedagogical
expertise, expertise in C&IT, experience of change management and effective
dissemination of good practice and extensive knowledge of the literature and
information on learning and teaching in HE.

The GLTC and TIC will be supported by a small team of joint administrative
staff and the LTSN Programme Manager who will be responsible for operational
matters underpinning the Centres’ activities.

Person specification

We are seeking experienced academics and practitioners to undertake a full
or part-time role in developing and implementing the GLTC function.
Applicants must demonstrate good knowledge of a range of pedagogical areas
with specialisation and experience of a smaller identifiable number,
together with a general knowledge of technology use in learning and
teaching. Knowledge of and expertise in several of the following will be
required:

The GLTC will provide a national service to HE and applicants will therefore
need to be knowledgeable of and experienced in the effective dissemination
and transfer of good practices in approaches to learning and teaching.

The GLTC will have resources to commission development projects and
operationalise effective dissemination activity. Therefore GLTC staff will
need to have experience in leading and managing projects with evidence of
successful outcomes.

Other requirements include:

	a.	Proven ability to work in teams
	b.	High level communication skills
	c.	Proven ability to work with and influence senior management
in HE.
	d.	     Experience of disseminating good practice and of
building, running or involvement in networks.
	e.	High level of self-motivation and a pro-active work style.

	h.	Evidence of leading implementation of change and of adoption
of new practice.

Salary

The salary for the GLTC Senior Professional Advisor posts will be between
£35,000 to £45,000, pro-rata if part-time, depending on experience and the
current level of seniority of individual applicants. Further details of
benefits and terms and conditions of employment will be provided to
short-listed candidates.

We welcome applications on secondment from existing employers. The period of
secondment is negotiable but is unlikely to be less than two years.


Office location

The GLTC will be located in the ILT offices in York. The posts are therefore
based in this office. However, there will be some flexibility in working
arrangements through use of technology and by virtue of staff actively
participating in external meetings, project and subject centre visits etc.

LEARNING AND TEACHING SUPPORT NETWORK

Generic Learning and Teaching Centre (GLTC)

Introduction

1.	The Generic Learning and Teaching Centre (GLTC) is a central and
integral part of the UK HE funding bodies’ Learning and Teaching Support
Network. The Institute for Learning and Teaching (ILT) will be contracted by
the funding bodies to provide the GLTC.

Remit and functions of the GLTC

2.	The purpose of the GLTC is to support HE providers in making best
use of a wide range of approaches to learning and teaching, including the
use of new and proven communication and information technologies (C&IT). The
GLTC's clients will include the 24 subject centres established as part of
the LTSN, senior staff in HE institutions with strategic responsibility for
learning and teaching, learning technology staff, educational development
staff  and staff development personnel.

3.	The principal functions of the GLTC will be:

*	Dissemination and transfer - promoting information on good practices
in the development and deployment of new methods and new technologies in
learning and teaching, and providing advice on the embedding of new methods
and technologies.
*	Knowledge brokerage.
*	Strategic advice on the generic applications of approaches to
learning and teaching.
*	Supporting the subject centres.

4.	In respect of the use of C&IT in learning and teaching the GLTC will
be concerned with the implementation of proven C&IT in learning and
teaching, disseminating the use of C&IT and helping to embed C&IT in
learning and teaching as appropriate. This is distinct from the new JISC
Technology Integration Centre (TIC) which will focus on the identification,
proving and development of new technologies which could be applied to
learning and teaching.

5.	The GLTC's principal activities will be:

	a.	To collate information from the subject centres and other
sources on generic developments in learning, teaching and assessment
practice.

	b.	To disseminate these generic developments via the subject
centres and other routes. In particular, facilitating the effective transfer
and embedding of practices and use of materials and new technologies.

	c.	 To commission appropriate expertise to enable effective
transfer and take-up of generic learning and teaching methods and practices.

	d.	To be pro-active in the support of the activities of the
subject centres by providing advice on generic learning and teaching methods
and proven technologies and by providing an 'awareness' service on new
developments. This includes providing an integrated accessible database of
learning and teaching materials.

	e.	To liaise closely with JISC and its relevant programmes
exploring the potential use of new technologies for student support and
administration (including learning, teaching and assessment) and to advise
the Technology Integration Centre on the need for development activity.

	f.	       To provide information and advice on pedagogic
developments, including the use of C&IT, and learning and teaching
infrastructure support.

	g.	To commission and promote evaluations of the deployment of
generic C&IT materials and procedures for learning, teaching and assessment.

	h.	To liaise with other bodies on the collation and promotion
of good practices in the development of employability and key skills in
higher education.

	i.	      To promote good practice in meeting the diverse
learning needs of the range of student groups in HE.

	j.	      To establish and maintain a central electronic and
searchable integrated database of generic learning and teaching materials,
good practices and virtual programmes.

	k.	To provide advice to subject centres and institutions on the
procedures, needs analysis and methodology for commissioning and developing
new L&T materials.

	l.	       To facilitate the exchange of ideas and discussion on
the strategic development and use of new approaches in learning and
teaching, especially in relation to C&IT (jointly with JISC). 

	m.	To liaise with other organisations, funding initiatives and
researchers concerned with the use of C&IT in learning and teaching.

	n.	Maintain effective liaison with relevant bodies
internationally.


Structure and management

6.	The ILT will be commissioned to provide the GLTC. It will be
directed and managed by a Centre Director who will need to have substantial
experience and awareness of learning and teaching practice in HE, including
the use of C&IT. The Centre Director will work to the LTSN Programme
Director. 

7.	The annual operating budget of the GLTC will be £700,000 for the
first three years. The funding bodies will review the service after three
years as part of a more general review of the LTSN, before further funding
is committed. Within this budget the Centre Director, in discussion with the
LTSN Programme Director, will establish a strategy and annual operating plan
with key targets and measurable outcomes for its activities.

8.	The number and nature of GLTC staff will be based on the agreed
strategy and operating plans. The budget will also include funds for
commissioning external expertise as required by the GLTC's remit.

9.	The GLTC will work closely with JISC's Technology Integration Centre
and the two centres will be expected to draw up joint plans to demonstrate
the relationship between their activities and to communicate this
relationship to the sector.

teaching. The GLTC will be concerned with the implementation of proven C&IT
in learning and teaching, disseminating information and advice on the use of
C&IT and helping to embed C&IT in learning and teaching as appropriate.

Senior Technology Advisors

to develop the role of the TIC and to deliver its services to JISC, the LTSN
and the wider post-16 education sector.

team of   staff with good general knowledge of educational technology
applications with specialisation and experience of a smaller number of
specific areas, together with a wide understanding of current issues in HE
learning and teaching. TIC staff will also have to consider deployment of
new educational technologies in further education.

successful applicants. In broad terms the team will be responsible for:

*	Liaison with the JISC through its Committee for Integrated Learning
Environments for Learners and its Technology Co-ordinator, to ensure that
the JISC programmes in technology watch, Managed Learning Environments, and
testing of emerging technologies are appropriately disseminated to the LTSN,
and that the input on user requirement for the LTSN is appropriately
considered by JISC.

*	Identifying successfully piloted technology from the JISC, and other
programmes and addressing the issues of rollout, by dissemination including
further piloting if necessary.

*	Liaising with the GLTC to ensure that the community of senior
managers in HE are informed of developments.

*	Preparing briefing documents, in association with JISC-ASSIST.

*	Supporting the FE sector in its deployment of Learning and Teaching
Technology.

Person specification

JISC's Technology Integration Centre

Terms of Reference

Background

1.	There is a growing recognition that a more co-ordinated approach to
the use of innovative technologies in supporting students and the management
of HEIs, including the learning and teaching process, is required.  One
result of this has been the creation by the HEFCs of the Learning and
Teaching Support Network (LTSN) and, within the LTSN, a Generic Learning and
Teaching Centre (GLTC) to enable the deployment of proven innovative
applications to enhance Learning and Teaching.  The JISC's Technology
Integration Centre (TIC) under direction by JISC’s Committee for Integrated
Environments for Learners (JCIEL) will support this process by providing
technical expertise and proving the efficacy, or otherwise, of novel
technologies for learning and teaching.


Remit and function of the TIC

2.	The Technology Integration Centre (TIC) is a JISC funded service
that will support the investigation, development and proving of the
applicability of new technologies in support of the whole education process
in higher and further education.  This will include technologies relevant to
learning and teaching and their integration into wider student support and
administrative systems.

3.	The TIC will be managed by JCIEL and will work closely with other
JISC committees, the GLTC, and appropriate bodies and representative
organisations, in higher and further education.

4.	The TIC will provide advice and guidance to these bodies and support
a technology watch function in respect of learning and teaching and
administrative IT developments.

5.	The principal functions of the TIC will be:

	a.	Monitoring developments in technologies of importance to
learning and teaching, and their integration within student support
progression and other administrative systems.

	b.	Providing advice to the GLTC on when and how to deploy these
technologies within institutions

	c.	Identifying suitable communication and IT standards and
promoting their use in the community 

	d.	Broadening the applicability of existing JISC activities to
increase their relevance to learning and teaching activities.

	e.	Working with organisations involved in similar activities in
the UK and overseas, including commercial companies, with a view to sharing
experiences and identifying opportunities for collaborative initiatives to
address common problems.

6.	The TIC will carry out these functions by:

	a.	Helping to maintain a watch on technical developments and
identifying those that have greatest applicability or potential to support
current institutional learning and teaching strategies and possible future
requirements.

	b.	Identifying opportunities to link technologies that support
learning and teaching with student support progression systems and
commission new developments to achieve closer integration.

	c.	Identifying for the purpose of commissioning evaluation,
testing and development of the technologies identified and disseminating the
results of these to the GLTC and other interested bodies; including the
wider education community (with the GLTC) where this is considered
appropriate.  It is anticipated that development funding will be joint with
institutions to reflect the benefits that will accrue to the host
institution.

	d.	Identifying for commissioning studies into the use of
technology to enhance the student experience.  Many of the studies that will
be commissioned will provide a technological complement to the ESRC program
of research into pedagogical developments.

	e.	Providing advice and guidance to the GLTC on those
technologies that are both relevant to the needs of further and higher
education and sufficiently mature to be deployed widely, and to work with
the GLTC in encouraging their use.

	f.	Identifying for commissioning development of JISC-funded
services in the cataloguing, resource discovery, interoperability and
content delivery areas, with the purpose of broadening their applicability
and relevance to learning and teaching activities; Improving the
accessibility of these services to the whole education community will be a
particular concern.

	g.	Following and contributing to standards activities in
relevant areas of communication and information technology and promoting the
use of these standards within the education community.

	h.	Promoting links with industry for the purpose of working
jointly in research and development of new technologies.

	i.	Collaborating with the ILT, funding councils and their
learning and teaching committees, and with other professional associations
in the UK to identify strategic issues that can be addressed by
technological developments.

	j.	Monitoring international developments in technologies and
identifying opportunities for collaborative initiatives to address problems
or promote developments in relevant areas.


7.	Examples of the type of technologies which may be considered in the
first round of studies will include

*	The application of new web technologies such as XML

*	Possibilities for identifying administrative applications of
relevance for the support of students (e.g. timetabling, student assessment
records, finance, library system)

*	Technologies for communicating in remote areas, such as satellite

*	Content delivery mechanisms to staff and students through local
networking and the Internet and off-line technologies.


Structure and management

8.	The TIC will be directed and managed by a Centre Director who will
need to have substantial experience in the education community and awareness
of current technologies and future trends in the use of C and IT to support
learning and teaching.

9.	The annual operating budget of the TIC will be £300,000 for the
first three years and it will administer a development budget of £80,000.
This will fund developments and studies which will be integrated with other
JISC-funded developments and the work of the GLTC.  Within this budget the
Centre Director will, in discussion with the controlling JISC sub-committee,
establish a strategy and annual operating plan with key targets and
measurable outcomes for its activities.

10.	The TIC will work closely with the GLTC and the two centres will be
expected to draw up joint plans to demonstrate the relationship between
their activities and to communicate this relationship to the sector.
