I'm afraid your link is one of a growing new breed of commissioned plagiarism sites going by another name. Since those offering blatant plagiarism targeted at the UK HE market (Dorit Chomer, Elizabeth Hall, Barclay Littlewood etc.) have received a certain amount of negative publicity and exposure in the media, there is now a subtle but insidious rebranding going on, e.g. 'editing' and helpful 'tutorials' instead of ghost writing.
It should also be a matter of huge concern that several universities now openly refer learners to so-called proof-readers, without any monitoring of what proof-reading actually is i.e. is it just correcting typos, or extensive correction and rewriting which would constitute collusion?
Regarding plagiarism sites, an effective tactic, which I've employed here at UWIC, is to collect up their URLs and ask your IT services to block them from the campus network. While this will not deter learners completely, it sends a significant message that using these sites is dishonest academic behaviour.
