I would agree with Ed and Judy that practice is important. I do think
the type of pen used is also important. One thing that I've
recommended is that the student learns calligraphy. Using an italic
nib helps to develop a technique for holding the pen. If the student is
left handed it's particularly important to have a suitable pen, see:

On the other hand there is the option of using a computer in exams.
I have recommended the use of AlphaSmarts to dyspraxic students
for use in keeping lab notes. PDAs may also be useful for things
such as lab notes depending on the dexterity of the student.
