Re providers - I'm happy to reply off-list to anybody who asks - and will
respond to Angie.
Re students - I don't really see any point unless they are also employed by the
institution and paying tax and NI. I suspect you can give vouchers to them, but
it's no more beneficial than any other way of funding their childcare.
