Funding for Researching Equal Opportunities in the Labour
Market
Information Days - June 2003
As you may be aware, the European Social Fund (ESF) provides
financial support to public, private and voluntary sector
organisations that are involved in the delivery of a variety of labour
market related activities. It is estimated that Universities and
Colleges of HE currently receive around £60m per annum from the
ESF, to undertake a range of projects including research, widening
participation, support for SMEs and the provision of education and
training courses.
The current programme of funding (2000 to 2006) includes a
significant allocation of funding for carrying out research and follow
up activities to combat race, disability, age and gender
discrimination. However, of the £74m currently available, to date
only £17m has been allocated to projects. In considering this high
level of underspend, the programme Monitoring Committee
(consisting of representatives of the EC, government departments,
local government, the voluntary sector, HE, FE, LSCs etc) has
agreed that a further attempt to generate activity should be made.
The intention is that during the next couple of months (detailed
timetable to be decided upon) the HE sector will submit one or
more applications for support. The applications will effectively be
“umbrella bids”, whereby the sector centrally manages the process,
and individual HEIs deliver the research activity. A call for research
proposals will therefore be announced in the next few weeks. To
start the whole process, two information events are to be held, one
hosted by the European Social Fund Division (a joint division of the
DfES and DWP) the other by this Unit. Both events will include a
description of the appropriate ESF Measures under which funding is
available by a member of ESFD; an outline of possible research
areas by (hopefully) a representative of the EOC; and a run through
the various application, selection and management processes. We
would be delighted to see as many HEIs as possible represented at
the events, we would be particularly grateful if you could circulate
this note widely through your Institution, particularly to your
colleagues who have responsibility for Equal Opportunities and/or
research in these fields. There will not be a charge for attendance at
the events, however those wishing to attend are requested to
complete a booking form (copy attached) in order that we might
make the usual housekeeping arrangements.
