Unfortunately we get this a lot! We only have one building, and the smoking point is indicated by a sign that can be seen as you leave, but still people loiter beside the building to shelter.
Our car park actually belongs to the Council, so erecting a smoking shelter - despite being asked for in every Course Rep. meeting - is far more complex than you would wish for.
Consequently we enforce the policy by every member of staff - and the student officers - challenging people smoking by the building and directing them to the correct area. With SU support, anyone who refuses is subject to disciplinary procedures (a spot fine).
I think this is the only way to do it - mark a smoking area and enforce it. There is no requirement for it to be sheltered. If you have on site Security - which we don't at present, being so small - you can ask them to enforce it as well.
There should surely be money available for signs from your Health and Safety department?
