Hi Anna
Learning and Work Institute - or rather NIACE, as it then was - did some work for BIS in 2013/14 to examine how ESOL learners could progress to Functional Skills English. Unfortunately, the report is unpublished but I have attached some case studies gathered as part of this work which show some of the different models providers were using at the time. Some of this may still be useful, but of course they pre-date the current ESOL qualifications and changes to funding which have happened since.
It might be worth adding that Functional Skills qualifications are currently undergoing reform and there will soon be a practitioner consultation survey which ESOL tutors working with FS qualifications might wish to respond to - details at http://www.pyetait.com/fsreform/ .
Do feel free to contact me directly for further information about the research.
Regards
Alex

Subject: ESOL/Functional Skills
Hello
Has anyone got any experience of supporting ESOL students who progress onto Functional Skills? I'm looking at the problems ESOL learners have at FS Level 1 and Level 2, in particular with the reading and writing components.
Students who successfully complete ESOL L1 and L2 courses are often being asked for FS L2 if they want to go on to mainstream courses at our college and beyond, and are struggling especially with context, word counts and accuracy issues.
I'd be interested to hear if you have similar issues, and would be grateful for any suggestions which might help. Does anyone know of any research in this area?
Thanks very much,
Anna
