Thanks for raising this. I have had a look through the government's white paper Raising expectations and increasing support: reforming welfare for the future (link below) which covers Access to Work in chapter five. This change is not mentioned anywhere but there are many mentions of the fact that the Access to Work budget has doubled!
During the consultation Radar and other organisations expressed concern about an increase in the employers contribution. If anyone else has further information I would be glad to be copied in.

Subject: Changes to employer contribution for Access to Work funding
Dear all
I have just spoken to an Access to Work case worker, and she has informed me that the initial employer contribution for equipment (before costshare) for large organizations (with over 250 staff) has increased (as of 1st April 2010) from £300 to £1000.
This change has not been advertised anywhere, and is not on their website. Apparently the Access to Work advisers were only told about the change last week.
Any thoughts on how this may impact your organization/budget?
