Reply received from an Access to Work Business Advisor:
"Yes this is correct it was a DWP/JCP proposal agreed by Government Ministers. The Directgov website is being updated now, and the information should be on the website shortly.
I should stress that providing an employee makes an application to Access to Work within six weeks of starting work then Access to Work would pay 100% of the costs.
There are also different levels for different firms depending on their size as shown below-
Where Cost Share Applies
471. From 1st April 2010, where cost sharing applies, all new applications for APE and SAE will operate as follows:
Micro employers (1-9 employees) nil cost share (no threshold and no percentage contribution)
Small employers (10-49 employees) £300 threshold and 20% of costs up to £10,000
Medium sized employers (50-249 employees) £500 threshold and 20% of costs up to £10,000
Large employers (250 employees or more) £1000 threshold and 20% of costs up to £10,000
A threshold below which AtW pays none of the costs A £10,000 ceiling below which AtW pays up to 80% of the approved costs and above which AtW pays all the costs over the 3 year AtW period.
472. Voluntary workers should not be counted when calculating the number of employees an employer may have
473. The number of hours an employee works must not be taken into account when calculating the number of employees an employer may have"

This is news to me: I read in the Equal Opportunities Review, Feb issue p.
7, that the Access to Work budget was expected to double by 2013 / 14. Maybe
that's how?! I wonder if they did an equality impact assessment on the
decision to more than triple the employer contribution, unannounced, and all
in one go.

Dear all
I have just spoken to an Access to Work case worker, and she has informed me
that the initial employer contribution for equipment (before costshare) for
large organizations (with over 250 staff) has increased (as of 1st April
2010) from £300 to £1000.
This change has not been advertised anywhere, and is not on their website.
Apparently the Access to Work advisers were only told about the change last
week.
Any thoughts on how this may impact your organization/budget?
