I don't see the point of being asked to specify a semantic point in time - the OED finds that difficult enough!
it must be at least 15 years. It was referenced in the DDA (1995) and is more recently used throughout the Statutory Duty to Promote Disability Equality Code of Practice (2005) and the Code of Practice for Post-16 (revised 2007).

Just a quick question that I have been asked by a senior colleage! Can anyone tell me when the phrase "people with disabilities" became outdated and was replaced by "disable people" please?
I seem to recall it was at least 3 years ago but I have been asked to cite a reference!
