Dear Kathryn,
Advertising in some of these publications is quite difficult to analyse
financially in terms of the numbers of potential staff who apply cause
the numbers in those groups are relatively small. In addition, they
access info through various sources.
You may need to consider issues like 'good will' in terms of raising
your profile among different community groups, which may consequently be
passed on to other community members and families. The benefits may
translate to more potential students from these communities being made
aware about your institution etc.

Publications/ Directories such as Equality Britain, the Diversity Group,
Disabled and Supportive Carer Magazine, etc
If anyone does, can you tell me how you evaluate the effectiveness,
return on investment etc and if you have found any publications to be
particularly effective?
