Over the last few years in my previous job we were preparing guidance
for the FE sector on the Disability Public Duties we began to refer to
the 4 Ps of Equality Impact Assessment. These were Plans, Practices,
Procedures and Policies. Here at DMU we are concentrating mostly on
policy for EIA to get things going. However we recognise that there is
a relationship between the 4 ps. Practice and Procedure is often derived
from policy. So some areas have started to look at their procedures and
practices. We have plans to build or alter premises. We have teaching
practices and procedures to set up student placements and so on.... All
of these may have an equality impact.
I am afraid don't have time at the moment to find a good reference for
you, but the Disability Equality Impact Assessment documents on the EHRC
website might help, one reference is the 'Doing The Duty - An overview
of the disability equality duty for the public sector' document see
pages 17-18

We have received a letter from EHRC Scotland detailing requiremnts for
an
upgrade to Race Schemes and the annual reports on disability due in
December
2008. While we were aware of these the letter contains a paragraph on
the
economic downturn and it's affect on Equality in HE. It says,
"it is important to ensure that the impact of budget savings does not
fall
disproportionately on the more vulnerable and disadvantaged people; as
well
as being a legal obligation under the public sector duties, equality
impact
assessment is a valuable tool to assist you in ensuring that the
interests of all
groups are properly taken into account when difficult choices about
resources
are required"
We have been working on the premise that IA is about reviewing policies
and
procedures, but this seems to suggest we should be assessing the impact
of
decisions.
