One solution for some instances that I used in local authority on
discount 'passports' was to ask the person to sign in place of the
photo. This would be verified at point of issue with an official
document (a signature on a passport , driving licence or cheque card
etc..) Each time the discount card was used the holder would sign and
the signatures compared.
I do appreciate this ,amy not be applicable in all circumstances (ID
badges for example) but it is worth considering.
