I know from my experience as a freelance trainer/consultant that many local
authorities embarked on positive action.
Leicester City Council (LCC) was one such authority. It set-up an internal
promotion package for staff from BME backgrounds (including a project
called 'Black woemn into management)- such that it provided training,
secondment opportunities and promotional prospects. It involved a high
level of committment - not only by senior management but by all staff.
In terms of recruitment, targetting specific under-represented groups.
This was done effectively by the Council.
It might help to speak to someone there. The council's =ve action covered
all areas of under-respresntation including disability, ex-offenders and
gender.
LCC main swtichboard number is 0116 2549922. Do speak to someone in
corporate services. They have the entire process of positive action
documented - from policy to procedure and practice. This has gone through
its monitoring and review process too.
