While it may be properly in the sprit of the two ticks scheme not to
differentiate between EU and other overseas applicants (I don't have the
criteria to hand), you do need to pay attention to the work permit issues.
It may therefore be justifiable to exclude overseas, in particular non EU,
applicants unless you have failed to appoint from with the EU.

I would have thought that the double-tick system should apply equally to
all applicants who declare themselves disabled and their country of origin
should not play any part in this consideration.This was my advise to
appointing panels who were faced with this situation on couple of occasions

stemmed from the training I do at Loughborough is how do we manage
applicants from abroad - i.e. does the two-tick system apply to only home
and EU nationals or does it apply to international applicants too?

We at Kent have had the Double Tick for years, way before my time. I've
always tried to honour the commitments, and write to staff annually asking
if they have needs that are not being met - most year this elicits one or
two responses. We now have a Disability in Employment Policy. We find the
most important part of the double tick is the pledge to interview candidates
who reach essential criteria - it is very difficult to convince busy
managers that they should do this but we have a process and are very strict.
I find it opens up a huge discussion whenever I do my contribution to
recruitment training, and unearths a lot of misgivings and
misunderstandings, not to mention prejudice, so it's worth it from that
respect!
I actually had a visit from Dept. of Work and Pensions last month (the first
ever) checking that we complied with the double tick, so I think that it is
getting higher on their agenda, and being taken seriously at last.
