Jenny, some thoughts.
We test all (including PG) overseas students' English by asking them too
write an essay. They are graded by their standard and then timetabled into
the English Language programme at the appropriate level. I think from
that could be argued that we see a reasonable level of English as a
requirement to study/teach and I do not see why this (or the requirement
for necessary training) shouldn't be included in your adverts. This could
be tested by asking for written piece/presentation rather that formal
qualification which presents a barrier and might exclude a fluent speaker
who does not have a qual..
