> EQUAL PAY REVIEW GUIDANCE: THE NEW SOFTWARE TOOL
>
> Introduction
>
> 1. In UCEA Update 02/10 we sent out the new joint guidance on
> Equal Pay Review Guidance and reported UCEA were
> developing an optional review tool, using standard Microsoft
> Access database technology, for use in analysing pay data.
>
> 2. The tool has been developed in conjunction with Humanus, consultants
> who have extensive experience in software development and its HR
> applications and Michael Armstrong Associates, who have worked closely
> with UCEA on the development of the equal pay review guidance.
>
> 3. Following testing in a number of institutions the review tool is now
> available to UCEA members. Details of how to obtain the tool are enclosed.
>
> 4. In May 2002 we held three equal pay review workshops. These were
> practical sessions designed to assist practitioners planning to undertake
> equal pay reviews or "Audits" in higher education institutions. Over 150
> attended these sessions, which took place in London & Edinburgh.
>
> 5. In conjunction with the launch of the equal pay review tool a press
> release has been produced, a copy of which is attached.
>
> Benefits of the Equal Pay Review Tool
>
> 6. The Equal Pay Review Tool has been developed to support equal pay
> reviews in higher education institutions. The approach is linked to the
> equal pay review guidance produced by JNCHES in March 2002.
>
> 7. The objectives behind the design of this tool are to:
>
> * Produce a simple but powerful tool to assist institutions to conduct
> equal pay reviews
>
> * Quickly identify areas of any pay gaps in all staff groups and
> grades across full time and part time staff
>
> * Prioritise where effort needs to be spent investigating the largest
> identified pay gaps
>
> * Optionally identify pay gaps by racial group or for those with
> disabilities.
>
> Features
>
> 1. The system is easy to use with an inherently flexible design to
> accommodate local variations in staff titles, employment bands and reward
> payment models. Depending on the amount of information readily available
> from existing HR systems, the system can quickly identify pay gaps
> reported by staff group/job title, grade/band, gender, racial group, those
> with disabilities, and working arrangements.
>
> 2. Once identified, the level of pay gaps can be displayed, reported as
> above, so resources can be efficiently applied to investigate the problem.
> The system can then be directly used to investigate the sources of the pay
> gaps or alternatively the groups and individuals can be referenced back to
> the HR system for more in-depth analysis.
>
> 3. Microsoft Access is used for a variety of reasons including cost,
> local availability of support, simplicity of use and ease of expansion.
> All the source code is included with the tool, enabling local extensions
> of functionality to be easily undertaken if required in the future.
>
> Data entry
>
> 4. Data from existing HR systems can be imported to the system using
> excel, dBase, Lotus, Outlook or CSV formats, thereby minimising the amount
> of manual data entry required to complete the analysis.
>
> Reports
>
> 5. The following reports are generated by the system, as supplied:
>
> * Standard reports, identifying the pay gap by occupational group and
> gender for full time and part time staff
>
> * Additional reports enabling institutions to identify different pay
> levels by racial groups or those with disabilities
>
> 1. The tool allows you to customise reports or create new reports,
> using a number of optional data fields that are most likely to be linked
> to the causes of pay gaps.
>
> Cost & Additional Services
>
> 2. A nominal charge, to cover the costs of development, will be made
> for the equal pay review tool. For HEIs who subscribe to UCEA the charge
> will be £250, for associate and non-members of UCEA the charge will be
> £500. An order form is attached.
>
> 3. The tool comes with a quick start document, presentations, etc so
> that institutions can start to use the tool without external help if they
> have the time and resources.
>
> 4. To ensure that the tool remains quick and effective for all
> institutions, regardless of the level of computing resources readily
> available, we have arranged for the provision of an email bureau service
> for the tool with Humanus, who produced the tool for UCEA.
>
> 5. If you do not want to spend your own time on analyses or if you have
> limited Access skills in-house the bureau service enables you to:
>
> * Send your data (no need to identify individuals) to the bureau to
> generate the standard reports for you, at a fixed price of £400 (plus
> VAT).
>
> * Ask the bureau to create new reports or extend the existing reports
> to meet your specific needs, at a fixed hourly rate of £100 (plus VAT);
> total cost to be agreed before commencing work.
>
> 1. To obtain a copy of the Equal Pay Review Tool, please complete and
> return the enclosed order form, indicating which version of Access (either
> 2000 or 97 format) you wish your copy of the tool to be in.

> New HE software "tool" speeds up equal pay reviews
>
> THURSDAY 13 JUNE 2002
>
>
> The first computer software ever marketed for equal pay reviews is being
> launched this week by UCEA for all higher education institutions. ()
>
> The tool comes hard on the heels of the pioneering Guidance on equal pay
> reviews in higher education, released last March. ()
>
> The software, based on the Microsoft Access database program, can process
> an institution's personnel information and pay data to produce reports
> identifying pay gaps by occupational group and gender, race, and
> disability.
>
> It has been piloted in a number of institutions, including Brunel
> University. Jean Atkinson, Brunel's Director of HR said "This tool helps
> you focus immediately on areas that might need further investigation".
>
> "The tool speeds up the first step in eliminating inequitable pay", said
> Jocelyn Prudence, chief executive of UCEA(). "It's an important element in
> any endeavour to improve equal opportunities."
>
> "It's a user-friendly system designed to accommodate local variations in
> staff titles, employment bands and reward payment methods," said Ann
> Cummins, of Humanus who developed the tool for UCEA. "As far as we know
> it's the first such software in the country. We used Access to give
> flexibility, keep down cost, and make it accessible. Data from HR systems
> can be imported using a wide variety of formats like Excel, Lotus and
> others."
>
> The tool is being made available to higher education institutions for the
> nominal charge of £250. To order contact: www.ucea.ac.uk
> <http://www.ucea.ac.uk>
>
> Notes for Editors
>
> The tool was developed with Humanus Consultants, (www.humanus.biz) who
> have extensive experience of software applications in human resources, and
> Michael Armstrong Associates who have worked closely with UCEA on the
> development of the Guidance on equal pay reviews.
>
> 2 The Equal Pay Review Guidance, produced by the joint negotiating
> committee in higher education, outlines a systematic process by which
> every higher education institution can analyse its employees' pay and
> pinpoint the causes of any inequities on the basis of gender, race, and
> disability. See UCEA news release: Higher Education pioneer equal pay
> tools, 26 March 2002.
>
> 3 UCEA is the employers' association for subscribing universities and
> other higher education institutions in the United Kingdom. UCEA provides a
> framework within which representatives of institutions can discuss
> salaries, conditions of service, employee relations and all matters
> connected with the employment of staff and employees.
