If you currently offer C&G SfL ESOL, perhaps the discussion I have been having (or attempting to have) with C&G will be of interest.  I wanted to know whether C&G ESOL SfL certificates would be included on the UKBA list of approved language qualifications, as, unlike Cambridge, Trinity etc, they aren't at the moment.
Please let me know if you are able to make any sense of the response I've had.  I think it's easiest if you start at the bottom of the email, as the discussion is then in chronological order.

If this is the case then this person should take the life in the UK test
not an English exam.  Please see the UK boarder agency website for
specifics on this test.

Thank you for your reply.

Can I just clarify then: it is now the case that somebody within the
UK, whose English is ABOVE Entry 3 , also needs to take an English
language exam,  yet we will not be able to help them by offering the C&G
SfL ESOL certificate at level 1 or level 2? Am I correct in my
understanding that only the C&G IESOL would be accepted? Unfortunately,
as a local authority, we do not appear to be funded to offer the IESOL.

I'd appreciate if you could send me a direct telephone number so that
we can discuss this with you in person.  As you will appreciate, NYCC
does not wish to inadvertently compromise the Home Office applications
of any learners.

Hello Denise,

 

The UK Border Agency is has only approved a limited number for English
language qualifications for the various 'Tiers' within the
Points-Based
System for migrant visas and the new language requirement for
spouses/partners that comes in later this autumn.

 

Our International ESOL Diploma (9992, or 9884/8985) is accepted for
Tier
1 (Highly Skilled Worker, Tier 2 (Skilled Worker) and will also be
accepted for spouses/partners. It isn't currently accepted for Tier 4
(General, including students), although we are seeking to have it
included. More information about IESOL is available from
www.cityandguilds.com/ieq. 

 

Because the language requirement under the Points-Based System in most
cases needs to be met before entering the UK, our ESOL Skills for Life
qualifications (which are only available within the UK and are aimed
at
permanent UK residents) have not been put forward for inclusion.
However, ESOL SfL is an accepted qualification under the UKBA's
separate
'Knowledge of Language and Life' requirements for Citizenship and
Indefinite Leave to Remain, where learners' level of English is below
Entry 3 and the qualification is completed as part of a substantial
learning programme that includes both citizenship and language
teaching.

To whom it may concern,

I work for a Local Authority, NYCC Adult Learning & Skills  Service,
as
Assistant Skills for Life Manager.  We offer ESOL Sfl qualifications
to
learners and so far, they have been accepted by the Home Office for
people wanting to apply for settlement in the UK.  However, following
the announcement that all applicants will need to take an approved
language test as of November 29th, it is with concern I notice that
City
& Guilds ESOL Skills for Life doesn't seem to have been included on
the
list of approved qualifications.   Is this list final, or do you have
plans to submit your ESOL  SfL qualifications for UKBA approval?

 As this is the only qualification we offer to our ESOL learners,
clearly, our organisation will have to consider using a different
awarding body
 for ESOL if City & Guilds does not intend to do this.


 I'm now receiving  a substantial amount of queries from people
wanting
to sit an English test. I'd appreciate a prompt answer to my query, as
we would not like to mislead potential learners about the
appropriateness of the qualification on offer, if their main purpose
for
study is to meet Home Office requirements.
