Hi Isabel - no the Level 1 and Level 2 certificates in Adult Literacy closed to new starts in August 2012, and the Basic and Key Skills national test bank was withdrawn completely in September 2013 (the reason awarding organisations quickly had to develop a new interim Reading assessment for ESOL Skills for Life last summer).
A number of awarding organisations have developed QCF-based replacements for Adult Literacy. In City & Guilds' case there are two new suites:
English Skills (3847) - a series of bite-sized units that are portfolio-assessed and designed to support flexible and personalised patterns of learning, and;
Principles of Using Written and Spoken English (3844) - a one-off onscreen test (available on-demand, with instant results) that covers a substantial proportion of the standards and helps learners demonstrate that they can work under pressure.
Awarding organisations are also currently re-developing ESOL Skills for Life for the QCF, since the current qualifications will be ending this August. In our case this will include a new Reading test that we intend to offer onscreen and on-demand (unlike the interim Reading assessment in place for this year which, for practical reasons, we unfortunately had to limit to fixed dates).
