Have you taken this up with Cambridge ESOL? What do they say? They tend to take their year-on-year reliability fairly seriously, and may have interesting comments to make, given that these Skills for Life exams are so new.

We have not yet received the writing results.
Our Reading results were poorer this year.
The main problem we have with the Cambridge exam is the inconsistency.
It is very difficult to predict who will pass, because the standards
seem to vary markedly from year to year. A tutor teaching the same
level on consecutive years can have very different results, although the
class profile seems similar.
