This statement from Bill Rammell has just been forwarded to me. Apparently it was given to MPs yesterday. It seems that intensive lobbying from all directions can have some effect.
A key paragraph:
"I remain convinced that the reasons behind the two main changes - the removal of universal fee remission, and the withdrawal of eligibility from asylum seekers - remain sound. However I am persuaded that there are good reasons for some tempering of both proposals."

What do people think of this? ESOL-Research subscribers have been very active so far in contributing to the 'Save ESOL' campaign, and are in a good position to comment.
