Actually the questions are: Is there legal right to pass data from Planning
to Housing? Is there a right to pass data from Housing to Social Services?
Is there a right to pass data from Dept X to Dept Y (where Xand Y are
departments of your choice). This is because all the departments generally
operate under different legislation, and sometimes more than one Act can
apply to the operations, eg The Town Police Clauses Act of 1847 and the
Miscellaneous Provisions Act of 1976 both apply to the licencing department -
the former for Hackney Licences and the latter for Private Hire vehicles.
The requirements on licence holder data being made public are different for
the two Acts and therefore there could never be a joint register (although
some councils have done just that and could be subject to challenge).
As to the second part of your question - I've no idea.
