I am not aware of any section of the DPA that says that their
right of access under Section 7 does not apply if they are in
debt to you.
It could be they think you have calculated their debt wrongly and
want to check your basis for doing it!
But I would make sure their payment of 10 pounds did not bounce
before sending the data!
