There are some very simple texts suitable for adults who are new to
reading in both of the following sets of free resources:
New to ESOL: Resources designed to support practitioners (teachers,
classroom assistants, volunteers and others) working with adult ESOL
learners who are new to literacy, often referred to as being at
‘pre-Entry’ level:

ESOL for Refugees: Resources designed to support practitioners
(teachers, classroom assistants, volunteers and others) meet the early
language, literacy and integration needs of adult refugee ESOL learners:

Also, Learning Unlimited's (LU) 'Literacy for Active Citizenship' series
uses authentic ESOL learner and volunteer texts as the basis for sets of
graded readers with all stories available at least two levels (E1 & E2+
or E1, E2 and E3+). As a not-for-profit, we have to charge for the
books to help fund more publications and projects, however each story
has free supporting activities downloadable from the LU website:
