I know a number of colleges have agreed to waive the co-funded fees for asylum seekers so this might be something you could suggest to management.
Others have also enrolled asylum seekers on Functional Skills which are fully funded in their own right.

These conditions only mean asylum seekers are entitled to co-funded ESOL (50% of fees) and not full funding (free). The rules are clear that to get full funding clients must be actively seeking work which, unfortunately, does not apply to asylum seekers.

I asked the VP for clarity on funding for asylum seekers and was provided with the below:
Asylum seekers
A118. Asylum seekers are eligible to receive funding if:
A118.1. they have lived in the UK for six months or longer while their claim is being considered by the Home Office, and no decision on their claim has been made, or
A118.2. they are in the care of the local authority and are receiving local authority support under section 23C or section 23CA of the Children Act 1989 or section 21 of the National Assistance Act 1948
A119. An individual who has been refused asylum will be eligible if:
A119.1. they have appealed against a decision made by the UK government against granting refugee status and no decision has been made within six months of lodging the appeal, or
A119.2. they are granted support for themselves under section 4 of the Immigration and Asylum Act 1999, or
A119.3. they are in the care of a local authority and are receiving local authority support for themselves under section 23C or section 23CA of the Children Act 1989
Would love to be able to offer these learners a place at KCC (although travel would be an issue of course) if they met the above

Very interesting to see different interpretations of the rules.
At Bolton College we understand that asylum seekers are not allowed to work so they cannot be active job seekers. Therefor they cannot be eligible for full fee remission.
This means the average cost of a course is £500, and unfortunately does exclude them. We do currently have funding to support classes taught by volunteers and asylum seekers who cannot afford mainstream courses are referred to this provision instead.

Thanks very much for this but does the college completely fund the student and only get some money back if they achieve, or does the promise of intent to work in the UK once settlement or citizenship is achieved, attract government money to pay for the asylum seeker's tuition.

At the college that I work in we waive the fees for asylum seekers as long as they have an ARC card which is six months or older (or a second issue) and are able to prove that they are receiving financial support either by producing PO receipts from the last two weeks or a letter from the Home Office confirming receipt of section 4 support. The remission is only available for English, ESOL and maths courses.
It would be worth exploring further with your MIS department. Given that our eligibility rules are laid down with all other eligibility requirements and we are subject to regular audits there must be a way of funding these learners.

I made just such a query last week at college enrolment. I understand from our advisers that asylum seekers in receipt of NASS support would be treated as a home student with regards to level of fees, but as they are not entitled to work they would have to pay those home fees. (A signed willingness AND eligibility to work are a condition of claiming fee remission, which applies to those in receipt of state benefits such as JSA.)
Not sure if any asylum seekers in a different situation can claim free classes.

We have two adult asylum seekers who receive NASS payments. Although they are not eligible to work, they are very keen to do so in the future and feel that the course will help them to improve their employment prospects. Would they still be expected to pay fees, or eligible for fee remission?
