I'm not aware of any changes - especially since the Home Office's own guidance states that any Ofqual-regulated ESOL qualification at/above Entry 3 may be used (if completed in England/Wales/NI) to prove knowledge of English for settlement or citizenship - see https://www.gov.uk/english-language. The webpage was last refreshed only a few days ago, so I'd be confident the information is still current.
However, to clarify one point, the revised ESOL Skills for Life qualifications are on the Qualifications and Credit Framework (QCF) - the previous versions were on the the National Qualifications Framework (NQF). Either way, the introduction of new qualifications should not, in itself, have any bearing on this.
