Just to add/clarify, the Skills Funding Agency will definitely continue to fund ESOL Skills for Life qualifications for 2013-14 where these are available - see http://skillsfundingagency.bis.gov.uk/providers/FundingSimplification/ for details.
The only uncertainty at the moment is over full-mode Level 1-2, since in practice these qualifications can only continue if an alternative Reading assessment is agreed in place of the BKS national test. A number of awarding organisations have submitted alternative proposals, and each are currently in the process of working these through with Ofqual.
Needless to say, this process has no direct bearing on 2013-14 funding eligibility - as far as the Agency is concerned, if these qualifications exist they will fund them.
