Yes, the new rules apply to everyone (apart from those who are exempt). I'm
attaching a recent FAQ document from the Home Office.
Basically, learners have five years to improve their English (from arrival
in the UK) before they need to take an Entry 3 Speaking and Listening exam
and the Citizenship Test. The idea is that this will encourage learners to
continue to learn English after they arrive here and develop their language
and literacy to the level needed to pass the Speaking/Listening exam and to
be able to read the Life in the UK handbook. (I know there are some who
won't reach that level of literacy in 5 - or even 10 - years!)
If they don't pass first time, they can apply for extensions to their visa
and keep trying. If, after 15 years, they still haven't managed to pass
either of the tests, the Home Office will accept an Entry 2 Speaking and
Listening qualification (and a letter from their ESOL teacher - see FAQ in
attached doc) and they won't have to take the Citizenship Test.
Personally, I hope this means that the Home Office will put pressure on the
government to increase funding for ESOL classes, particularly ESOL literacy,
which is currently a neglected area. In other countries (e.g. Scotland,
Canada) there are separate ESOL Literacy programmes and it is part of
national policy. NATECLA believes that ESOL Literacy programmes should be
properly funded and delivered by trained teachers.

Hi All,
I read the report issued in April regarding this, also understood the
certain groups that are not requested to do.
But my question is if Learners are Below Entry 3 and not IT literate or if
they are illiterate how can they do life in the UK test?
Does the Language requirement and life in the UK apply for these category?
