For lower levels, the resource book, Beginning to Write- Brookes and
Grundy- has some great ESOL type ideas.
I also thoroughly recommend Writing in Paragraphs- Zemach and Islam.
Very good for focusing on exactly HOW to write (e.g. sentences,
punctuation, organisation), rather than just giving practice.

I recommend First Certificate Writing by Judy Copage (Longman exam
skills) for Level 1. It’s excellent for showing how to plan and
structure different types of texts, writing in paragraphs, thinking
about format and style, and useful vocabulary. There are model texts as
well which are really helpful.
I haven’t found a CAE version, but I’ve used parts of New Proficiency
Writing by Mary Stephens in the same series for strong level 2
students.

I really like Successful Writing Upper-intermediate by Virginia Evans
for Level 2. It's quite dated (write a letter of complaint about a
cassette recorder!) and some of the voices on the cassette(!) are very
dodgy but I have used it with many classes over the years. It takes you
through different kinds of writing step-by-step and the students seem
to find it useful and enjoy it. I wish someone would produce a more
up-to-date version though...
Writing Works by Marina Spiegel and Helen Sunderland is very good too
for E3 and L1/2.
Apart from these I haven't found anything suitable for L2 and I would
be grateful for any suggestions too.
