I don't think there ever was an ESOL Level 1 or 2 reading; someone somewhere
decreed that ESOL would use the literacy exams for L1 and L2 reading.
Trinity marks all exams externally. Speaking/listening is carried out with
external examiners and teachers are only involved as facilitators for the E2
to L2 discussions (and even there you hope you don't have to open your mouth
from the time you read the topic until you pass on the examiner's signal to
finish).
