This is my impression too. From brief conversations, it sounds as if a
second (more focused) round of consulting will take place later this
year to try to firm up the ESOL/Community Cohesion link.
The relationship will be between LAs and the new Skills Funding Body
being established in 2010. LAs will need to demonstrate the size of
priority groups and CC need within their planning before submitting
funding proposals to the SFA. It will also become part of Local Area
Agreements, coordinated through Local Strategic Partnerships. LAs may
also have to show joint working with other authorities, particularly
where the provider and learner are in different areas.
We're thinking through how best to engage with all this and would value
discussions with providers. There is clearly an opportunity for
community organisations to have greater input into local planning - how
this is structured is another matter.

I get the impression that LEAs will work in consultation with providers
to determine priorities with a strong focus on cohesion - but who does
that involve exactly and how will the process be? One thing is for
certain, - between now and 2010, those that have to pay for provision
will pay up to a maximum of 37.5% which will slowly increase up to 50%
by 2010 AND more will be done to "secure contributions from employers".
In a nutshell - funding is going to get cut and the emphasis will be on
employer engagement to bring money in. That's the only way I see it
going, the DIUS is already engaging with TUC and Industry. PLEASE
correct me if I'm wrong, you'll make me a happy woman.
