Some more on interpreters' level of English ...
The Chartered Institute of Linguists has a 'Find a Linguist' search
facility at http://www.iol.org.uk/linguist/default.asp
Celia Roberts has told me of the work of the Regional Language Service -
specifically their London branch. They might be of some help, and more
general interest.

RLS London also plan to launch an online language service provider
search facility on their website, and have a database of around 200
companies and freelancers, including those in the health / public
services translation and interpreting field.
They have also produced a report on the language skills needed by
employers, from a manager's point of view: "Managing in a Global City: A
REPORT ON THE SKILLS REQUIRED TO MANAGE A MULTICULTURAL WORKFORCE IN A
MULTICULTURAL ENVIRONMENT IN CENTRAL LONDON"
