Whilst agreeing with you about the similarity there is a distinct
difference.
In one a request could be very broadly or vaguely worded, in another the
request could be very specifically worded and focused in order to achieve a
precise data extraction.
The difference would seem to be:-
1. The data controller would be processing within their delegated powers,
and may be able to quite legitimately disclose a large amount of data if
they so chose.
2. The data controller would be processing outside their delegated powers in
order to compile a data set which was required to answer their need.
The common denominator would appear to be that either or both could breach
data protection principles or/and the privacy of individuals.
