While I can't answer this question from a data protection point of view,
but I'm sure it has been discussed in the past ... most Universities
usually make it a condition of graduation that all fees are paid off in
full. Hence, I would expect that non-payment of fees would be more
detrimental to the student! And hence, the onus would be on them to get
the fees sorted, and so by insisting on dealing with them direct (even if
the money comes from kindly parent -- where does one obtain parents like
these?!) you can side-step the issue entirely ...
