I've spent the last four years working closely with several senior OIC
officials, and they have had no problem whatsoever in debating the
nuances in their policy interpretation in emerging areas (data
retention, email spam, workplace monitoring and so on). The issue of "is
a virus checker an interception of email" was a case in point[1]. I
could see them getting weary of constantly refuting commonly held urban
myths, though.

We should be aware that any involvement in a list like this would take
specific personal commitment (the time involved would almost certainly
be additional to their day job), and even more importantly, a kind of
bravado and confidence that their views can be widely quoted (including
in the press). It's not impossible, but I think it would require a
specific exercise by a motivated intermediary to identify and motivate
such an individual within the OIC.
[1] I still think they've got this wrong, but this isn't the time to
pursue this issue.
