As I recall, the issue is less one of DP law than of tort law - examination
scripts are exempted from DP subject access and I'm not sure how exam
scripts would necessarily ensure that data was "adequate, relevant and not
excessive in relation to the purpose or purposes for which they are
processed" (3rd principle) once the relevant data (name, course, year,
marks etc.) on them was centrally recorded.
The 6 year period was based rather on the limitation period for negligence
- after 6 years, legal actions would be time-barred. I think many
institutions would take the same attitude as Gil's Head of Exams Department
as regards the practicalities of space in this regard.
