John, I have to disagree because think this IS a problem!!! I have had
several 'lively discussions' with local branch of Connexions service about
information sharing - as have colleagues in Community Based Services - and
still have serious concerns about their attitude to personal data &
confidentiality & consent.
Even if you decide you CAN meet P1 you cant meet P2 re: specified purposes
can you? And the Connexions card is supposed to be an opt-in for young
people, not compulsory, so providing personal data on every pupil / student
between ages 13 & 19 breaches P3.
Beware also the argument put to me that s.117 of Learning & Skills Act
requires educational establishments to provide information - careful
reading (checked with Head of Service) makes it clear that this is on a
case-by-case basis NOT wholesale transfer of personal data for entire

Connexions are growing beyond careers advice – they intend gathering
information on young people from a variety of sources other than
educational establishments including Sure Start, Social Services, Youth
Offending Teams, Drug Action Teams then tracking their progress through
school / college / work / training.
Potential for lots of unresolved data protection issues so take care!
