Dear All
This does seem a strange initiative as we, the banks, are already well advanced
upon the initiative to roll out chip cards enabled with PIN to remove Fraud. An
inititative to put in place some form of fingerprint recognition system (I
presume they can't be thinking of having ink pads and people with inky fingers
trapsing around) would seem overkill unless of course the government has some
other motive for collecting everyone's fingerprints and is using the excuse of
reduction of fraud via credit card transactions in order to collect them.
Obviously law abiding people will have no problem with the government having
their fingerprints, will they?
It will be interesting to see how this develops because there is no legal
requirement to give a fingerprint when using a credit card. The shops could
refuse to take the credit card transaction unless a fingerprint is used but I
could see someone complaining that this was a contravention of their civil
liberties etc etc, unfair because they are unable to use the credit facilities
because they will not give a fingerprint.

Hi all, I was wondering whether any of the list members had come across the
following initiative before. This article appeared in one of our free local
papers at the weekend. I was obviously surprised, being this LA's Data
Protection officer and not having being advised of its development.
"Fingerprinting plan makes a big impression": Fingerprinting could be introduced
in Dudley shops to prevent credit card fraud. The scheme being put together by
Dudley Council would see customers in high street shops across the borough
giving their finger prints alongside their signatures on credit card slips. If
a payment was then declined, the print would be checked against those of known
fraudsters on police records at the bank or building society.
Card watch group the Association of Payment Clearance Services, said there were
civil liberty issues at stake "Not everybody would be happy about giving their
fingerprint to a scheme where retailers are exchanging personal information" -
No! surely not :-)
I have enquired a little further about this wonderful initiative and have been
advised that it is part of the "Safer Shopping Scheme" operated through the Home
Office and would be run in conjunction with the Council, West Midlands Police
and retailers. Please rest assured that you can continue to do your Christmas
shopping in Dudley without having to provide your fingerprint as the scheme will
not be progressed until the New Year - I've got some interesting discussions
ahead !!!
