An unusual one to cheer up your Tuesday afternoon.
A small local public organisation wishes to contact people from ethnic minority backgrounds to offer them a specific service in relation to housing needs.
General advertising of this service has proven ineffective.
They want to cull the electoral register (manually!) and create a list of people whose names "sound as if" they have an ethnic minority background. They would then send out details of the (free, public) service.
I stopped laughing when I realised they were serious and have strongly advised against this approach.
However they are also being advised by a statistical/marketing company who are telling them its OK.
I've looked at fair obtaining, schedule 3, accuracy, etc...
But I'm struggling to pin it down as almost every DPA98 section I read seems to be relevant.
Is anyone able to point me in the right direction of definite breaches.
