My view is that it's not a DP problem - electoral roll at the present time is a public document so they can sit down with a copy in the public library
and make notes of names and addresses if they wish to. It would be up to individuals to object to direct marketing if they didn't want it.

An unusual one to cheer up your Tuesday afternoon.
A small local public organisation wishes to contact people from ethnic minority backgrounds to offer them a specific service in relation to housing
needs.
General advertising of this service has proven ineffective.
They want to cull the electoral register (manually!) and create a list of people whose names "sound as if" they have an ethnic minority background.
They would then send out details of the (free, public) service.
I stopped laughing when I realised they were serious and have strongly advised against this approach.
However they are also being advised by a statistical/marketing company who are telling them its OK.
I've looked at fair obtaining, schedule 3, accuracy, etc...
But I'm struggling to pin it down as almost every DPA98 section I read seems to be relevant.
Is anyone able to point me in the right direction of definite breaches.
