I have had the same problems in the last few months and the answer is yes. As for the credit cards if the University recieves any form of commission from the credit card company for each account opened by a student this is classed as trading in personal data. So you need to recieve consent from students to recieve the Universities mail and also other companies mail. They can opt in to both, one or the other or none at all.

with offers for credit cards, requests for donations etc are indeed
"direct marketing activities"?
If we now insert new people in such databases they have to provide
us with a positive response that "they want to receive blah blah
information" (opt in box). Right?
Life is too short and my head vs the wall hurts :-)
