I agree. My wife teaches in one and she knows who is who. So does the
librarian. And this school has 800+ kids

identify the children without the need of biological or technical

If the system is like the one used in various schools in our authority, it
does not hold the fingerprint at all, merely a set number of key points. I
think you will also find that the system is relatively secure and the
authorisation process is independent of any other process in the school.
The reason that fingerprints are used is that it is difficult to find any
other effective way for authenticating the users in primary schools
- children have a tendency to forget userid / passwords and to mislay
tokens.
Is it excessive ? Probably not.
Should it have been explained to parents beforehand ? Definitely !
Was consent necessary ? Definitely debatable - lack of consent could be
taken to prejudice the education of the child (since they wouldn't be able
to get books out of the library)

Seems to be an electronic one, a bit like those now used by US immigration.
They asked for four samples from the same finger, apparently. Some of the
ones here look quite inexpensive:
