I submit this email for discussion apologies in advance if the scenario
offends anyone.
A recommendation from the Children's green paper was as follows:
"Recommendation 17. The Government should actively explore the benefit to
children of setting up and operating a national children's database on all
children under the age of 16. A feasibility study should be a prelude to a
pilot study to explore its usefulness in strengthening the safeguards for
children. (paragraph 17.121)
The Government's Identification, Referral and Tracking Project is exploring
how information about children can be shared appropriately within and
between agencies, and more easily transferred across local authority
boundaries, to make sure children receive the services tailored to their
needs at the earliest opportunity"
The intention behind this recommendation is to protect children and ensure
that various agencies are able to make links regarding, say, a child's visit
to the A&E ward of different hospitals showing the same injuries which could
be a sign of abuse etc. And this shared information is for a good purpose
and aims to protect the vital interests of the child.
However, this database also holds info on the child's education etc.
Given that a system used by a school to hold data on pupils will also be
held by the LEA. It may well be that the fingerprints etc could be included
on the database.
Children, of course, do tend to grow into adults and within a few years, the
govt will have a nice database on the adult population including
fingerprints; initially collected to stop children being incorrectly charged
in school libraries. ID card anyone?
