Is not the key (relevant) question whether or not this is ultra vires?

If not, then we must assume that Parliament has allowed the expenditure as
within the powers of the LA to determine.

As you imply Tim it depends on your definition of outrageous. Personally I
take most things that could be an abuse of position as being outrageous,
Thousands dying in Darfur I would say was catastrophic.

I looked up outrageous using the define of Google

hideous: grossly offensive to decency or morality; causing horror

Perhaps it is not quite the most appropriate word, but one I don't think is
devalued by it's use in this context.

Interestingly Outrageous was also the fourth single released by Britney
Spears, now that really is devaluing.

I don't think that it's "outrageous". Thousands dying in Darfur is
outrageous. Ignoring climate change is outrageous. Councils paying a few
thousand pounds at the very most for member notifications - a cost incurred
because one is an elected member - may be irritating or annoying, but in my
personal opinion, expressing outrage devalues a useful and powerful word. If
a council has a member's budget, and the money comes out of there, what's
the problem?

What is clear from this is that if members are working on behalf of the
council they are covered by the authorities notification.  

If they are not working for the authority, if they are doing their own
constituancy work, compiling lists for campaigns etc. it is outrageous for
the council to provide them with public funds to cover their notification.

holder, members are entitled to rely upon the notification made by the
party.

the purpose of their individual campaigns.

Individuals who are not part of any political party but campaign to be an
independent elected member for a particular ward, need to have their own
notification.

There is an exemption from notification where the only personal information
which is processed takes the form of paper records.

A standard form for notification by elected members has been created to
simplify the procedure. There is an annual fee of £35."

I have no doubt that those who work for councils are familiar with this, but
this is for those who don't.

I have looked further and this earlier advice seems clearer - in terms of
dealing with the activities that councillors carry out.

Slightly off the point here, but the ICO in Northern Ireland recently worked
with the Bar Library here to ensure all barristers understood their
obligations with regard to individual notification with the ICO. I would
have thought that a similar structural arrangement exists between
councillors and council.

has been agreed that the authority will pay their fees. I am just waiting

Hi All

I was doing my 4 yearly presentation to new Councillors etc. yesterday and
informed them that they would probably have to notify with the IC on a
yearly basis for their constituency casework and it would cost them £35. 
Some of the newer ones thought that they shouldn't have to as it was council
business but I had to point out that it wasn't.

I wonder if you can help - do you pay for your Councillors' notification?
