Barnet Council requiring Utility Bill to Register to VoteI recently posted
about my council (Barnet, in fact) requiring me to supply them with some
original identification containing my name and new address with my electoral
registration form.
I received this reply from the Electoral Commission:
"Section 29 (2) of the Representation of the People (England and Wales)
Regulations 2001 states 'The Registration Officer may ask for further
information and take no further action until such information is supplied,
if he is of the opinion that the particulars given in the application (to
register on the electoral roll) are insufficient.'
However the Commission cannot interpret legislation in relation to
individual cases. If you do not wish to submit the requested information you
should speak to your registration officer or seek legal advice."
I have replied to the Commission that they did not respond by asking for
documentary information because my original particulars were insufficient.
The request was in the original rather poorly printed form.
What makes it more puzzling is that there is a form on the Barnet Council
website
http://www.barnet.gov.uk/register-of-electors-form.pdf
which I could have accessed which does not contain the request for this
information.
Why did they not send me the copy of that form?
Incidentally in the same post (not the same letter, I don't think) there was
a Council Tax bill in my name - so they were satisfied enough that I lived
at the address to bill me for Council Tax, but not to put me on the
Electoral Register.
