There are no DP implications - no natural persons are involved.
As far as FoI law(in your case the Scottish 2002 Act) is concerned, it
will be a matter of construction of the statute, which should be given
its literal meaning unless absurdity results.
'Public holidays' must mean "Scottish Public Holidays" in your case. I
don't know if that's defined anywhere or not.
In other words, if someone makes an FoI request, then the time limit for
responding will not include 'public holidays', irrespective of whether
an particular public authority works on that day or not.
I would suggest this must be the construction, because otherwise the Act
would lack certainty and its operation would differ from Region to Region.
