I thought that an e-mail address was considered personal data if it
identified the individual ie. if it included your name; so
"[log in to unmask]" might be considered personal data
whereas "[log in to unmask]" would not.

I seem to recall that the UKIC disagrees with you on the nature of the
email
address, though I am happy to be corrected. Either he or a deputy
commissioner, made the statement in public forum, but I cannot recall
when.
[log in to unmask] is absolutely guaranteed to identify
me as a unique individual (though not necessarily living!)
Interestingly [log in to unmask], while it has similar
characteristics, actually identifies nothing at all, though _looks_ as
though it identifies me (and it is also a fake hotmail address). This
is because of the anonymous nature of hotmail accounts

E-mail address in itself is not personal information - it is the
content.
Is it not the case though in no matter what format -any objections are
open to the public?

Technically you have not done a bad thing. You have made the process
clear throughout. But the complainant perceives that there is an issue
and so I suggest that, for the future, your letter to similar people in
similar circumstances tells them explicitly that any and all contact
information will be published in the file and other relevant places.
The only real issue in my opinion is if the email address is posted in a
harvestable manner online. That, I would say, is unhelpful to anyone in
a similar position to your complainant

Hi
Any thoughts -
Had a person who has raised a couple of concerns regarding a planning
application for her neighbours property, the complainant is on friendly
terms with the neighbour and has already told them that she has contact
the Council to voice her issues.
She contacted the Council via email, a copy of which was placed in the
Planning file (being treated as a letter of objection)
A letter was subsequently sent to the complainant that said a copy of
her objections may be circulated to Members of the Committee and also
could be copied by the public, so she came in to have a look at the
file.
What the crux of the issue is that her email address was shown intact at
the top of the copy, the complainant had no objections to her name &
address being there but she feels that her email is private and should
not have been included, and therefore DP has been breached - Planning I
believe just copied the and treated as they would a letter of objection
without any further thought.
Any thoughts - have we done a very bad thing..........!
Thanks
